object its transformation into an extract suitable for

consumption. Prepared opium shall include dross and

any other residues remaining when opium has been

smoked.

Medicinal Opium:

Medicinal opium is raw opium which has been

heated to 600 centigrade, powdered or granulated, mixed

if necessary, with indifferent materials, and contain-

ing not less than 10 percent of morphia.

Sir E. Grey presumes that the definition of Pre-

pared Opium will enable Mr. Harcourt to express his

views as to the instructions which should be sent to

the British delegates. He is however sending to them

a copy of your letter.
